Why has my bill been reduce by over $30.00 this months I usually pay $102.00 thus months bill is only $70.62?

We have looked into it and the agreement for your phone ended, therefore your phone is now paid off. You are now being charged just the monthly plan. In case you decide to upgrade your phone on a monthly tab, then the monthly tab will add to your monthly plan.
